Its component laws have been on the books since the Carter presidency. It was just called the Patriot Act in recent years. Conveniently, liberals didn't turn against these Carter-era laws until they needed a stick to beat Bush with.

the original proposals were from the justice dept in conjunction with the nsa, dia, and cia.

the final bill was actually written by congress. but it was essentially what the justice dept had sent them
