i connected both my computer and my laptop and it said connrcted but when i try to access one of them it says u cannot access this computer or sth like that. plz somebody help

Sounds like you connected the computers directly with 1 cable. To do that you need a cross-over cable, usually available at any computer supply store. If you actually connected through a router or switch them the workgroup must be the same, but if you are running a firewall, such as Windows Firewall or one of the Internet Security Suites, that has to be configured to allow the systems to connect.

It's a firewall/security issue. If you're using XP, the simplest fix is to run the networking wizard on one computer, then make the floppy disk and carry it to the second. Otherwise, make sure both are on the same workgroup, then set up file/printer sharing without the network wizard. You'll probably need to disable Windows firewall to do this, as it causes headaches without the wizard.

make sure they both share the same workgroup, then make sure you set sharing and security privs. on the files you want to share.
