Flies are so stupid, they fly into a room through a window, and when you swat at them they frantically try to get out, but can't find the window from which they just entered! And don't they have a lot of eyes? It would flap, and the flapping might aid its propulsion, . . . maybe ?

A fly isn't clever enough to figure out that the pane of glass is still a pane of glass the 327th time it bangs its head against it, whilst the open door next to it is still an open door - so I suspect it would flap!

It can float, but it still wants move from place to place so that it can land on your food. Therefore it will flap its wings.
It is better adapted to move through a weightless environment than us smart humans.

Flies actually jump into the air then start winging it
So it would most likely jump and realise it didn't need to flap its wings.

i doubt it would be smart enough. but while we are on the topic of flies, if you catch one and drown it, then pour salt on it, it will come back to life.
