The main thing that was left out was how exactly to keep from leaving children behind.
Schools do not receive any funding for this law. If the schools do not meet the standards they receive financial cuts. They will then fire superintendants, principals and finally teachers.
Firing a teacher because her classroom happens to be full of kids who just do not care about school is not fair. Kids come from all backgrounds. Some parents are supportive of education and others do not value education at all. If a child is not helped at home there is only so much that a teacher can do.
The law is not fair. It is not fair to schools and it is not fair to students. It does not help anyone to solve anything at all.

Funding so the programs will work.
The government increased the required levels of performance but did not increase the budget that goes to public schools. Poor children that go to poor school in poor school districts will never get the same education as their wealthier counterparts.
Did you know school districts actually have to pay for the high stakes testing. That's a book and answer sheet per child, a test manual per teacher, all the little extra paper rulers and stuff, shipping of all these items, and then they have to pay to have them scored and graded.
Only to later be told that they are under-performing.
Separate by unequal still applies in America, now it is based on economics.

It is impossible to teach students anything, when you are constantly assessing them.
