You're probably best ditching your friend, or only hang out with him when you and your friends are BAREFOOT. This will prevent him from swiping your shoes and socks, although it won't keep him from grabbing your feet. Perhaps you should try to talk to his parents, but I don't know what good that will do I'm sure he does this to them too, and he's retarded so it's not like he's going to understand if he doesn't already. I don't know how to help you--maybe DON'T give him attention when he does it? Just ignore it. He is probably acting out to get attention or he likes to be chased. You could give him a pair of socks and play the game and he'll leave yours alone, try that.

First of all, forget whatever FlaChic says and don't forget that your feelings are just as important as anyone elses whether they have a handicap or not.
I wouldn't like anyone doing that stuff to me either. Even if he does have a handicap it is still a space violation if you are not comfortable with it. You decide what is appropriate or inappropriate behaviour in your presence but be careful because if you are being cruel and incompassionate these things have a way of coming back to bite you in the end. What happens if someday you have a child with a handicap? How would you want people to treat him or her?
As for not hanging out with him... well, that might really hurt his feelings like it would anyones but it may be a little more extreme to him if you are one of only a few friends. So, maybe you should talk to his parents and see if they can address the problem with him.

did you try to explain to him that it's inappropriate and why? it would be good to know what his level of comprehension is.
edit - with an iq of 87 he should well be able to understand that his behaviour makes you feel bad. maybe try to turn it the way how he would feel if anyone took his shoes and socks off and played doggie with them.
