I know, it sounds like a a major drag. I'm sure you also get tired of hearing "you're only 11".
I started wearing makeup at 12. My mom purchased clear mascara, and a purple eyeshadow compact. Yes, purple...hehehe! I suppose looking back it may be extreme but she did let me experiment which I think is pretty cool.
Remember, you mom is on your side even if it totally looks the opposite. She doesn't want you looking like the pop stars that grew up way too quickly and basically have ended up to be pretty trashy adults.
Enjoy your birthday and your money. How 'bout you suggest going to the MAC counter with your mom and the two of you get makeovers. You get a young fresh look that may encourage your mom to allow more...and you choose a really outrageous look for your mom...real punk rock! purple eyeshadow!! :)

Spend a little on clothes and accessories. You can still look beautiful without make up. Buy shoes, jewelery, skirts, bags! Or save the money.
If she keeps giving you 200 bucks every birthday of yours, by the time you get into high school, you have money to buy new clothes and all that. And may be then, she might let you buy some make up. And you'll have like what, 600 over bucks to spend on all that.
DAMN, I wish I had THAT kind of money!

If you can't think of what you want just save it up, something will come around that you want to buy. I've done that a bunch of times and it always turns out great. Just spend a little money on makeup. Don't blow it all on a bunch of little things. Have you considered saving up for your own laptop? I had $380 and didn't know what to spend it on but in a couple of months I used that money to buy a top of the line rifle.

Save the money and forget the makeup. Your only 11 and there is not point in trying to look like you're 20. Believe me, 20 will arrive soon enough and they you'll wish you were 11 again.

11 years old is a bit too young for make up. Just think of all the purses and jewelery or flip flops you could buy with that money. Get a nice lip gloss and glitter like the other girls suggested and have fun on your shopping spree.

If your mom is giving you money for your birthday, why can't you spend it the way you want to or even on anything you want, it is your birthday gift...thinking about it, she might not like you wearing make up @ 11...you're a little too young for that...I didn't start wearing make up till I was 18 (that's a big difference in age)!

You are too young to be wearing makeup you have some time yet once you start wearing makeup you will never feel right without it. Stay as you are and put focus on school.Mom knows best

I think lipgloss is all you really need. maybe you could get a neutral or light colored eyeshadow and some mascara but an eleven year old doesnt need much makeup.
