I wouldn't think a 2 word name should be any danger to your budget..
It would have to be exceptional to go over a couple hundred.bucks.
Have you checked to see if dot.net is available or when name expires ??you might get it for just registration fee 60 days after name expires..

Don't tell them you're willing to pay price to start.. Some 2-3 letter names and one word names,,Your budget won't get you very far ..if it's a 2 word name I wouldn't pay that much..

Since the name is not being used you might stand a chance by asking their price ..

Is the domain name 2-3 letters or one word or??

If you send me the name I'll give an opinion on value ..
The last high priced one I seen sold was men.com for 1.2 million
