Ghostbusters or Little Shop of Horrors (there are two versions of Little Shop, the original and the musical) might be good movie choices.
If you can find an old children's novel called Honestly, Katie John!, there's a chapter in there where Katie throws a Halloween party. You might find some ideas there.

a costume contest; scariest, most original, etc...
scavenger hunt
Telling ghost/scary stories. You could even sit in a circle, have someone start the story, then they pass it off to someone else in the circle to continue the story and that way everyone adds something to the story.
As far as movies, there are tons out there. I personally am fond of the old, cheesy Hammer movies from the 50s & 60s that starred Christopher Lee and Peter Cushing. So I'd suggest, The Horror of Dracula & The Curse of Frankenstein. And of course you have newer "classics" like Scream.

Horror movies are a must. Stick to the classics - the first Nightmare on Elm Street or the first two Halloween movies.
The most obvious game would be a costume contest, maybe broken into categories, if the crowd's big enough. ie scariest, sexiest, most original, best overall, etc.

Rocky Horror Picture Show, Labyrinth, and Sleepy Hollow are all movies to watch. Games, y'all probably know each other pretty well, so I'd say a halloween version of spin the bottle, truth or dare, hide and seek, or take games that younger kids play and make them adult versions or teen versions.

Got to go with the classics when it comes to scary movies. Get the first nightmare on elm street, Candyman then maybe something like scream. Go on-line and get the game and recipe ideas. Talk your dad or brother or somebody to go bang around outside during the movie marathon and peer through the window.

Watch The Exorcist: The Version You've Never Seen and maybe play hide and seek in the dark. I know that sounds lame, but it's fun! I used to play that all of the time when I was your age.
