Does this only occur on the rinse cycle, or does it occur on the wash cycle as well? If only in the rinse cycle it could very well be the timer. Is water actually running into the washer? If not, verify that the water has not been turned off at the hookup. Also, try both warm and cold rinse to see if a valve is stuck or not being activated. Is the water just running through the machine? Usually this is not the case as water must be pumped out or ejected by the spin cycle. Is the water level sensor working properly?
If you do replace the timer, the cover usually can be removed from the machine by removing couple of screws. If you label the wires , it should not be too difficult to replace.

It does sound like the timer. If you can get a new timer, they are not that hard to replace. UNPLUG the washing machine and remove the cover for the dial. You should see that it is connected to a wire cluster via a plug. Replacing that should not be too hard. MAKE SURE YOU UNPLUG THE MACHINE FIRST.

Here is what I would try.. Call the 800 number fo the company that makes the machine.. If you do not know the number, go to google.com and plug in the name of the company and they will give email and telephone number.... Or. If you have the owner's manual, look it up in the back of the book for problems with the washer, etc.. Be prepared though to give them the make, model and serial number so have that ready

The timer is "usually" pretty easy to replace. It may be costly. I know they are pretty expensive. You just have to make sure you put all the wires in the right places.
