Mine turn off when I put the steering wheel in the lowest position. This does not seem right or safe to me.

Most likely you have either a loose upper mast jacket bearing, or the COMBO (combination) switch contacts are not aligned, or the wiring harness to the switch is too short, pulling the rest of the switch from the contacts.
If you have the ability (mechanical) try repositioning the harness and or the switch. If that doesn't help. replace the switch.
