Don't quite understand your question. I was a former president of "Youth For Understanding", a program run by the State Department and the United Nations.

If your family has had their screening and approval, you should have the file on your exchange student, with all related information on how to contact him/her.

If this exchange student resides in Russia and has a pc, she must be on dial-up or ADSL. I don't know of anybody in Russia that has a pc just for the he'll of it and not connected to their local ISP.

Plus there is no way you can do this from another country.

There is no logic in your question. Sorry I am unable to be of more help. (She or he has to do this themselves in Russia).

I don't know your financial situation, but I spent loads of money on all of my exchange students. If money is the problem with your exchange student you may want to send him or her a cashier checks or western union for them to set up their own service with an ISP in Russia.
