boot to safe mode it will then let you remove . use add/remove

Ignore Chris C. He has absolutely no idea what he is talking about. You need an antispyware program to fix your problem. Please go to www.lavasoft.com and download Ad-Aware Personal Edition. Install, update, and run that program. It should fix your problem.
You should also make sure that you have a good antivirus. I recommend Avast from www.avast.com.

AVG Antivirus, Ad-Aware, Spy-bot Search and Destroy. Update and run them. You problems should go away.

It may be some sort of spywear!!
You need to reformatt you computer's Hard Disk Drive
