I don't believe so, but they do use animal ingredients in some of their products.
Maybelline is a division of L'Oreal. I have personally contacted L'Oreal to ask them about this, and they say that no L'Oreal company tests on animals. They are on several "do test" lists, but this could simply mean that they won't sign a contract with PETA for whatever reasons.
This is from the L'Oreal website: "The L'Oréal Group has not conducted animal testing since 1989. " So I guess it's a matter of who you choose to believe. If you want to completely avoid any possibility and not believe the company, then stick with things clearly labled "cruelty-free". Remember that "cruelty free" does not mean that the product is either vegetarian or vegan and that there is no law governing what "cruelty free" means or signifies.
Disregard comments by people who say ridiculous things like "all products are tested on animals". They are excuses that people make to either not feel guilty or to be apathetic.

Well they swear they don't test on animals. One thing you have to remember though. A company may not have tested it's products on animals, but at some stage, some of the ingrediants in it's products were tested on animals, somewhere, by a different company. So with make-up you can be nearly 100% sure that at some stage something in it was tested on animals.

you could contact them directly,keep in mind most commercial makeup/cosmetics are tested on animals,it will say on the packaging if it is not,the only way to ensure you are buying cosmetic products that are not tested is buying them through natural or organic markets such as whole foods market,wild oats market,and trader joes has a line of natural/no animal tested cosmetic products,these stores specialize in natural and humane products that are not tested in any way on animals.
