For fractions, you just multiply straight across. Numerator times Numerator and Denominator times Denominator. Remember 28 is 28/1. Once you do that, you just divide the bottom number into the top number.
Multiply the 3 times 28 to get 84 then divide the 84 by 4 which gives you 21.
Once you get good at this try it this way: First divide 4 into 28 to get 7 then multiply 7 times 3 to get 21.

first you convert 28 in to 28/1 then multiply 3/4 by28/1and multiping a positve by a negitive is always a negitive then convert -21/1 into -21 (but if you multiplied a negitive by a negitive or a positve by a positve it would be positive)

it helps me to change the fraction to a decimal. For example in your case, 3/4 x 28 would be the same as 0.75 x 28. Much easier to figure out when its a decimal.
