my husband can't shift gears on our car, its stuck. how can he get it to shift gears? its a 93 mercury grand marquis.

If it was manual I would say replace the clutch. Since it is automatic, it may be one of the many parts in the transmission, have it towed to a shop and have them look at it.

For automatic transmissions, the number one thing a do-it-yourselfer can check is the transmission fluid level. If it is low, the car wont shift correctly or maybe not at all.
How do you check it? Varies by manufacturer, but generally goes like this: Drive the car until thoroughly warmed up (at least 10 miles). Pull into a parking lot, and with the brake on, shift into each of the gears for a few seconds, and then back into PARK. With the engine still running and hot (watch out for moving parts!) pull the transmission dipstick out, wipe it clean, and re-insert it. Pull it out again, this time carefully, and see where the fluid level is on the dipstick. There will be a line marked on the stick...add fluid if it's below the "add" line.
DIRTY transmission or gunked up transmission filter can also cause this problem, you can replace these yourself if mechanically inclined, or most shops will not charge an arm and leg for a simple fluid and filter change.
This is about the only thing the average person can do, otherwise take it to a shop and good luck!

First things first do the brake lights work? To shift from park the shifter lock has to be powered by the brake light switch. Could be switch or fuse. Any recent radio alarms electrical repair?

Chances are it is your shift selonoid either A or B or perhaps both.
