If you live in an area that has really high mineral content in the water, it could be the water. You might try getting a water filter. But that's rather expensive, so first look into using a different kind of laundry detergent.

Using something like All Free Clear laundry detergent, or Tide Free -- detergents that just clean and have no scent. Also try using smaller amounts of clothes and more water, so they clothes have more room to circulate.

A problem I found myself looking at a few years ago- I love that downy scent. I found to use a ton of dryer sheets-- and to line my drawers with downy sheets too- off brand works the best for this. Use hot water in the washer- it will disolve the powder better and keep any liquid from staining. Before folding clothes, take the dryer sheets that you've already used and place them inbetween clothes. Works great! And, always put dryersheets in your totes and boxes when storing winter/summer clothes.

I use the downy ball and at leasts two downy sheets. My clothes always come out with that downey fresh scent. It might depend on the size of the laundry you are washing if you have alot of clotes you need to use a little more downy.

Either you nose isn't picking up the scent or you need to change laundry detergent. If you are trying to get funky odor out of towels - use bleach and hot water on the longest cycle - maybe even sun dry them - once you have a clean slate, then toss them in the dryer with a Downy sheet.

How do you know that you don't already have it? Do you know what "That Downy Fresh Smell" smells like? They don't give a very accurate description of it in the commercials. Maybe you already have it, and just don't know.

Me, I never use fabric softeners in my laundry, because it breaks down the fabrics.

Try using a conditioner in your wash cycle. If that doesn't work try putting your dryer pipe so it is outside. If that doesn't work dry stuff on the washing line.
(I would suggest Comfort as a conditioner)
