you have to seal a cement pond so the lime doesnt leach out and kill the fish, I know about pond shield (epoxy) and the rubber paint but those are both expensive ($70-$125). Is there anything else I can use that wont leach chemicals out and harm the fish?

pool paint requires the concrete to sit for 60 days, my concrete is only about 3 weeks old. I know a masonry sealant would work but my town doesnt have any, not even at wal mart.

I am sorry but I just do not understand the question and the response would make a big difference.. Are you planning to build a pond and want to line it.... OR do you have a pond now but it is leaking.. Sorry

wash the pond walls with vineger pump it out, do it again, and now one more time, make sure you hit the whole thing. Fill it up, check the ph a few times for about three days if it stays good, pump it out again, refill the pond, declorinate and add some Walmart gold fish for the test, they'll end up your favorites anyway. Epoxies are available at Sherwin Williams or a local paint supply a lot cheaper than that if you really want a coating, but etch the surface first with muretic acid. You will end up with a EDPM rubber liner anyway, like the guy above said...

#1, buy a masonary, concrete sealant.
#2 why a concrete pond? They tend to crack, especially with water in it year round. Major headache.
#3 Cover your concrete pond with thick plastic, waterproof tarp, or heavy commercial grade cover! It will work far better!!

are you able to easily shrink into the airborne dirt and dirt? thats the least puzzling. yet once you do would desire to pour cement and not use a rubber liner you will choose to seal. cement is a semi pourus textile because it relatively is going to soak up moisture and crack. Seal each and every twelve months.

pool paint will work just as well as anything else and you can get it for about $20. a gallon, sometimes wal-mart carries it.

sealant available from tru value, probably ace or any other hardware store, they should be able to order it in their weekly order, i know i can.
