From a fire code standpoint, it completely depends on the size the of the classroom, and the size and number of exits present from both the classroom and and corridors.

An elementary school classroom on the ground floor, with an exit directly to the outside as well would be permitted to have a larger occupancy that just a corridor exit. 2 Corridor exits also increases the occupancy.

I have taught in Ohio schools and my largest 6th grade class had 27 kids. That was 13 years ago. The standards have changed and I believe it depends on the square footage of the classroom. Most schools I know of in Ohio try to limit the class size from 16-22 in a room.

It depends on which state and perhaps which district and the size of the room, exits etc. Not a simple answer. I do not consider 36 to be too large a class. What I consider a problem is when the teacher is not allowed to maintain order in the classroom.
