The original definition is as follows.
In days gone by when the narrow boats came to a tunnel there was no room for the horses to walk which pulled the boats. The boatmen had to lay on planks facing outwards and walk sideways down the wall of the tunnel to push the boat through to the other side until they got to a place where the boats could meet the horses.

But originally it was a term from the canals.
Legging is literally a canal worker lying on their backs on top of the narrow-boat and using their legs to push the boat through the tunnel.
