Depends on the Window's version you are using but I'm guessing you're using XP, go to C:\Documents and Settings\yourusername\Local Settings\Temporary Internet Files and also make sure to check C:\Documents and Settings\yourusername\Local Settings\Temporary Internet Files\Content.IE5 and then go to Edit and then Select all, you should see the amount of files on the left hand side and then press delete.
If you are unable to see this folder, make sure to check your folder options and make sure that show hidden filed and folders is selected. (Under Tools - Folder Options - View) And yes, it is safe to do so, all it does is take up space on your hard drive anyways.
You can also change the size of the amount of temporary files if you go to control panel - internet options and then go to the settings button in the middle of the window and then change the size setting from there. I usually put no more then 40 myself.
Hope this helps!

If you go to windows explorer you can find the temp Internet files folder. In my computer I go to W. E. and then click on the hard drive (for me it is drive C) then from there documents and settings, then to my name and then local settings and Temp Internet files folder is in there.
To delete them if you have Internet explorer and go to tools click on Internet options then there is a button you can click that says delete files, you click that and then another window comes up and it has a box to check that says delete all off line content, you check that then click OK and all the files will be deleted. I do it every once in awhile and it doesn't hurt anything to delete them.

yes you can delete them ill show you how to set it up so you dont have to worry about that stuff
it takes more than just clearing history
which is what most people think is the solution
do the following and you will have no worries
open your browser
click tools up top
click internet options
click clear history
change the days to keep history to 0
click delete files
click settings change the amount of disk space to use to 1mb
now click the content tab
click auto complete
click clear forms
then where it says use autocomplete for uncheck all the things you dont want your browser to store.
that way you wont have to keep going back and clearing things out. good luck
