This is easy....The massive population of quasi non partisan bureaucrats actaully run things to the chagrin of both parties.

They slow all bills and action to a crawl and write endless rules and regulations that are supposed to improve the American quality of life but end up mucking up the works and only justifying their own jobs and existance.

As a result the American government can only grow larger and more ineffecient with each new program and idea.

These bureaucrats live at each level of government including military, diplomatic corp, congressional offices, post office, NASA, White House, Cabinet Departments, Park Service, Law Enforcement, etc.

Right or wrong, bureaucrats keep drastic change from ever occuring at the federal government level.

Worse yet, many bureaucrats are unionized!
