how do I read latitude and longitude lines and find city coordinates?

Latitude lines show how far a place is north or south of the equator. Longitude indcates how far east or west of Greenwich. I'm not sure how to answer the second part of your question except to say that many towns' official websites give the lat/long of a central or prominent spot in the town.

Latitude is up and down, longitude is side to side.
