A very stereotypical remark but unfortunately true. They are insecure and by talking loud, they hope to exert some control of the situation.
It's all about the control issue thing. And this holds true for all races. The more uneducated they are, the louder they get. Ergo the saying goes, Empty jars make too much noise.

I am an African-American female and I'm not loud. The reason why some are loud is because they want to be heard. Their voice is their power. Look around, men run the world. Women want in. The white man made rules that the rest of us are trying to break. White men come 1st, white women come 2nd, black men come 3rd and black women come last. They just want to be involved. Their world continuously shut them down. It sounds wrong, but its true.

I think it depends on where someone is from. For a while I thought all guys from Pittsburgh were loud. Then someone told me that since I'm white and from Nebraska I have an accent. Never thought I had an accent. Some people are loud and some quiet. That's what makes us unique.

God forbid everyone walked around in the same tone of voice.

Anyways, my wife is a filipina, and she is loud too and I guess I have a honky accent.

When women talk loudly in public it's because they are acknowledging everyone else in the vicinity and allowing them to be part of the conversation.
Comments about the immediate environment or things that are happening right now, are announced so that they can be shared with others and that everyone can be included.
It's a community attitude.

You may not have noticed the body language that goes along with it: the eye contact and other inviting facial expressions; the generally open posture; the awareness of others.

Not all black women are loud of course. I'm not. And besides alot of other people are loud too, like alot of football players lol. But no one notices when they are...hmm. What I dont get is why do you criticize them. I mean when they talk do you just block them out and hear noise or are you really listening to what they're saying. I've known some really funny peole and if people would just not be so judgmental they'd notice it, relax, and enjoy people for who they are.

hey wait a minute,i saw a lot of white women are just as loud,and i know some black women ,they are beautiful human beings,and as far as loud you say.i think you are being pregiduce.

I read recently about things like 'colors' being associated with aspects and qualities in our minds.....What I, myself notice is that African Americans tend to be showy in their dress and fret over being clean in their homes also, and to talk and talk.
Black is associated with the UNconscious, which, historically is feared by whites, who are NOT known to be accepting of intuition and other primal functions, say, like the just-get- loose type of dancing that blacks do that your body is born knowing how to do WITHOUT discplinary training.... Blacks have taken on the fear of not being in conscious control that we have placed on them for so long, and are constantly trying to prove to the world (and themselves) that they are in constant conscious -- verbalizing being a CONSCIOUS action -- control of themselves, others, the world, etc..

i've yet to see a loud asian woman.but ive seen hundreds of loud black women............
