Depends was the street a residental street, a highway, a throughfare and such.

If the parking space has yellow paint on the curb -- that typically indicates that you can NOT park in the affected area regardless of if a sign is posted or not.

If a parking space has handicap paint on parking space but no actual parking sign on the spot, it is still a handicap space.

Yes, people are required to know the enforcement rules, by the use of signs, before enforcment occurs.

Not necessarily. I once got a ticket (snow removal in Boston) and was told that all they needed to do was post a notice in the local newspaper.
