He may have picked up mange, or it could be from bits and if it's in an area he can reach, he may be scratching and causing the irritation. Get a good ointment at your feed store and use it twice a day. They can recommend the correct one for you. If you have a digital camera, take pictures along with you for identification, or take them to your Vet.

Go see a vet.
I've seen a couple of different irritations before and none of them are fun to deal with and can last a long time. The first was a fungus that was mainly found around the legs and came from the muddy pastures in the spring, the second was hives, and the third was some sort of weird stuff that left the skin peeling, but that came from a barn so one of the other horses could have had it.
Oh one second!! Have you used Bronco Gold flyspray on your horse lately? If you have then your horse is suffering from severe sunburn. My trainer's gelding developed it recently and the vet had to come out and give him a cortizone shot.
Call your vet.

You really should be getting you're vet to check it out, it could be an allergic dermatitis caused by the washing powder you use on his/her rugs, numnahs, saddle cloths, it may be sweet itch, mange, a tic allergy, a mineral deficiency, a fungal infection like ringworm, mud fever, lice, skin scald (due to poor stabling conditions), Selenium Toxicity, sunburn, rainscald, or something as simple as a field mate is chewing on him/her (some irritating little gittish ponies/horses do this) but if you're looking for a diagnosis you need to see a vet, as none of us can see it, we can only make educated guesses...

Hello are you able to say where on the body and if the skin is scabby and itchy, sore and rubbed, losing hair leaking serum yellow sticky fluid,lumpy,soft swellings,bleeding,cracked or open sores, dry or flaky.
When it started and if you have changed anything in his routine or food .
Has he had any stress or allergies changes of grazing or environment .
Any illnesses or injuries has any of the horses he grazes with got the same .
This would be help full .thank you .

Wow, with that description it could be just about anything. You need to have a vet take a look at it.
