No, the length of the rocket's wings controls the maneuverablility of the rocket. At low speeds, larger wings are needed. At higher speeds smaller wing will work. The only thing that really controls the speed is how fast the fuel burns.

No the wings are just for guidance or stabilization. normally a slight rotation is enough to stabilize. All the rest of the wings are more drag. The mass of the rocket equal to the mass of the fuel,will accelerate the rocket to the exhaust velocity.
