The answer to your question depends on a lot of factors, such as temperature, window material, and angle of impact. But without data or much in the way of empirical evidence I'll give you some guesstimates!

I know from experience that hitting a ball hard off of a racquet will break a window in your home. Since I'm no pro I'd estimate the ball's speed at around 50-60 mph. Tossing a tennis ball at a window will not break it (~20 mph). So, somewhere in the 20-50 mph range you'll start busting windows.

If I had to guess I would go with 30 mph. It sounds reasonable to me, although I could be way off!
