It implies graciousness, and calm in the face of confusion, a ready smile, warm eyes, steady nerves, willingness to listen without judgment. Someone who doesn't appear to think of women as sex objects, as "regular" men are wont to do, and doesn't try and turn every conversation with women into an offer to go to bed with them.
Such men are rare, according to the women I've been rejected by. *shrug*

It seems to mean different things to different people, as you can see from all of the previous answers.
It can be just a momentary observation though. Or a more prolonged period of worship.
I think it's also down to cultural meanings and interpretations, as well as personal tastes.
I've known some girls point out a guy who's 'so cool' and I though they were an arsehole to be quite blunt. For me, cool is a hellof a lot more than mere physical appearance, and has a lot to do with the moment and showing what they are made of, in a positive and strong way.

depends how you use it . one way can mean your just average and not thing special the other can mean your clam , down to earth ,fun but not to much to handle in other words your quite a catch
