yup - it depends on the deal you are on. There is no "standard", though there used to be.
On domestic tariffs there aren't many other options for offpeak pricing because in order to get offpeak you need either two meters or a smart meter.
Are we talking about White Meter, Economy 7, or tariffs like that? Those are solutions based on having two meters.
Generally that runs from midnight to something like 7am. In some cases these things are teleswitched: the nighttime storage heaters are switched onto charge remotely by the electricity companies (using a signal carried by Radio 4 Long Wave) at a time that suits them during the night.
If you're on an industrial or commercial tariff, it could be anything at all.

off peak varies from the region you are in. normally off peak begins around sundown and begins around sunrise due to the use of a/c's in the summer, some areas are after 6pm due to thats when major business close, using less power for the grid.

In the UK it's Midnight until 6am. That's why I put my washing machine on after midnight, it's cheaper!
