Boris Yeltsin became president of the Russian Federation, the successor to the Sovier Union, after Gorbachev resigned from president of the Soviet Union.

Addendum:
Note there is a difference between being president of the Russian republic, to which Yeltsin had been elected in June 1991, and president of the Russian Federation - the country that came out of the Soviet Union.
