It is specifically meant for personal and home safety. Should not be lethal - hence free from hassles of licensing but have power to stun or immobilise victims; it should be simple and cost-effective enough to make, preferably on our own; it may use chemicals, minor explosives or electronic devices etc but should not be dangerous to keep it; also handy enough to carry around

The very first thing that you need to think about is your safety and the safety of the others in the house that you live in. That also includes any small children that may get a hold of such a thing. Then why non-lethal? Because you would rather not kill a person, if that is your view I completely respect that, or is it the permit issue? Tazers and other non lethal devices can kill or seriously injure a child as easy as a gun. You will need to think about where to store it, how easy it will be for you to get to it, and how effective it will be. They make guns that shoot rubber bullets, or nets that are very effective, but they cost a lot. The cheapest and most reliable device you could use is a 12 gage shotgun. Typically there is no permit issues because they are primarily used for hunting. You can get them with shorter stocks and barrels so they are easier to maneuver in your home. Remember what ever is dangerous to intruders is dangerous to you. If this device is not strong enough to keep them under control until help comes then you only have an angry, injured, criminal which is not a good thing to have in your house.

I would say you do not want to use pepper spray in your house because if you do you will also feel some of the effect from it and it will contaminate your home. So it is not ideal for home defense. The stuff is nasty. I got sprayed yesterday, and I hope I never have to do it again. It also does not effect everyone. Me I was down for about an hour trying to get the stuff off my face and I couldn't open my eyes for at least half an hour. One guy was good in 20 minutes, and the instructors told us that people have just wiped it off their eyes and kept coming.
A tazer is ok for home defense, but it may not be legal in your area. It also will not effect some people. I got to experience this in a large circle and it stings pretty good. It would be better to use in your house since it will not contaminate it.
I agree that the best bet is to set up a good defense around your house and make it a hard target. This will discourage people from coming in. That will discourage a theif from entering your house, since it will take more work and an easier target can be found. Bars on your windows and good locks on your doors will make your house a fortress from intruders. The best thing to do is keep them out of your house.

It sounds like the closest thing to what you are describing is a taser.

As far as lethal goes, it depends on your jurisdiction. However, in my part of the world (Texas) there have been numerous cases of the perpetrator of a crime getting wounded by a victim trying to defend him/herself and then suing the victim for damages. What's even more frightening is that some have actually been successful.

If you are in fear of grave bodily harm (such as when someone breaking into your home in the middle of the night) if you kill them it is clearly self defense and the perpetrator will not be around to argue about it in court later.

i agree a tazer / stun gun BUT you must check with local gun shop if this is legal in your state, there are different rules.

As for the mace hmmmmmmm they have to be rather up close for that to be effective so for a home situation would not recommend it, but again if state allows it carry that in purse or car.

Before you do all this tho, ensure that your house / rental is as secure as it can be, after all if it is hard for someone to get in they will move onto an easier target...........also home alarm system [if you can get one] are very effective.

There are no non leathal weapons. Anything used as a weapon has the potential to cause a fatality, whether it be a stick, stun gun, or chemical spray. If the perpetrator has a defect in his physical condition , any one of the things I mentioned can kill him unintentionally.
