counterstrike source question?

I played a game where you don't get money, but you gain levels for kills, and get weapon upgrades that way. What type of game is that? It's not on the config menu when I try to create a server.

I imagine it was a modification to the game that was set up on the server. Not sure which one as there are many.

The warcraft mod for the original counterstrike was amazing. In fact, there is one in the works for Source as well.
