For the same reason 12 isn't pronounced onety two... After a while, they became tired of thinking of completely new words for numbers, so they had to resort to a system.

I would imagine it is because until fairly recently most people only needed to be able to count to twelve. This was sufficient for normal life. Higher numbers were often expressed as the sum of two smaller ones, such as five and twenty (blackbirds?).

The Old English words for eleven and twelve meant, respectively, one left and two left, meaning left after taking the ten out.

the word eleven comes from the Old English "endleofan" meaning "one left" ie' one left over ten, before that from the Proto Germanic "ain-lif" a compound of the word "one" and "to leave behind".

the same reason 12,13,14,15,16,17,18,19, arent pronounced onetytwo,onetythree,onetyfour, etc.etc. they sound stupid,, and try saying them when your drunk.even worse ...good question though.
