the command is color . Values are from 0 to 9 and then A to F. For example, if you want to set the foreground as white and background as red, use the following command:
color c7,
where c (light red) is the background color and 7(white) is the foreground color.

there isn't a command to change the background of the command prompt.
you can only change the background of the command prompt using either the mouse or a seperate program if you want a background picture.

Just right click on upper most of the CMD prompt window and click property>set background colour> OK
