Use the "shutdown" command in a command prompt.

Start -> Run
Type "cmd" (without the quotes) and press ENTER
Type "shutdown.exe -m \\COMPUTER -s -f" (without the quotes) and press ENTER

This will shutdown computer named COMPUTER. For a reboot, use "-r" instead of "-s".
