I believe it is part of a church. The reason for the lean, is they built this tower in Pisa on very soft, silty soil. A few years back, the government pulled the tower a few degrees, and poured concrete underneath it so it will not lean anymore.

I'd check in Wiki for more information, and, if you have an opportunity you Must see it, it's amazing.

Originally, it was used for, or was intended to be used for a bell tower.
