Go into BIOS (press delete key or F2 while booting) and reset the CPU speed.

You have to understand that when they say a CPU is 2.4G that what you're seeing is the determined clock speed of the chip and only the chip.

Once you add everything else into the picture (MoBo; vid card; sound card; etc.) the CPU won't run at 2.4G. All the other hardware components will slow it down unless their true speed is equal to the 2.4G. It's like installing 2 RAM modules in that are rated for two different speeds. The RAM will usually work just fine, but will operate at the speed of the slower RAM stick.

For example. One of my desk top PC's has a 2.2G CPU in it but every test I've done on it shows that it actually runs at 1.49G with my MoBo, etc.

Probably a bios problem, or if this is a laptop, a battery-saving or stepdown problem.

FYI, not a real solution, but you can tweak the reported speed by editing the registry -- doesn't actually make things run faster, just changes what you see when you do a MyComputer->Properties.

The registry key is in:

If you would like to add the make and model of your CPU (if running windows click on control pane>system and you can see it) then a better diagnostic can be made.

Probably you have speed throtling enabled. That means that when your CPU is not that busy the clock is slowed down. I suggest to do nothing, but searching the net will return some tewaks if you want to disable that feature.
