APIPA is Automatic Private IP Addressing... When a windows client cannot communicate with a DHCP server, then APIPA allocates an address in the range from 169.254.0.1 to 169.254.255.254 with a subnet mask of 255.255.0.0. So if a DHCP server fails and this happens to lots of machines in a LAN environment, they all end up on the same big class B subnet and can still communicate over the LAN. Each clent verifies their APIPA address is unique on the LAN using ARP, if there's a conflict it picks another and tries again. APIPA checks every 5 minutes to see if a DHCP server is available and if so, the normal addressing will take over.

APIPA is enabled by default and can be disabled easily if you like. The registry key is HKEY_LOCAL_MACHINE, System, CurrentControlSet, Services, Tcpip, Parameters, Interfaces, and you can add the "IPAutoconfigurationEnabled" DWORD registry entry with a value of 0x0 to disable APIPA. If you then give it a value of 1 for the DWORD it will re-enable APIPA, which is the default setting when this value is removed from the registry.
