It's called Taxi 4 Kids. Here is my short marketing fluff about it:
==============================...
Do you work full-time? Do you have school-age children? If you answered yes to both of these questions, chances are you've needed at one point in time a transport service that would shuttle your child(ren) between school, home , music lessons, dentist, ball game, etc.

This is what we do! At Taxi 4 Kids, we provide transportation / shuttle service to children under 18. We pickup them up at any designated location within the Tracy, CA city limits, and drop them off to any location within our service area. Very convenient, especially for busy parents who cannot leave work or just plain too far to come home and shuttle their children around.
==============================...

Can you please suggest pricing on 1-Way and Round Trip rates within my service area (3.5 radius)? If you're a parent, help! I don't want to set my prices too high. Thanks!

This isn't exactly a new idea. There are already two Kids Kabs in the San Jose area. Why not call them and see what their prices are? I think you need to do some competitive analysis because there are lots of other companies do this same thing in California.

I'm sure California has regulations regarding licensing and pricing of livery services

I dunno if it is a good idea at all...it sorta sounds like a breeding ground for child molesters to me. You'd have to do an extremely thorough background check for drivers, and then you'd have to worry about liability waiver forms in case of an accident...I just don't think it's a good idea. That's what a school bus is for, and it's free!

Personally I am looking for this exact thing for transport in the afternoon from San Ramon to Livermore but have not found anything in this area. San Jose has Kids Kab. their rates are:

The base rates for a one-way ride (per child) within our service area* are:

One - Three rides per week $18.00/ride
Four rides per week $16.00/ride
Five rides per week $14.00/ride
Siblings riding together $11.00/ride *same time & location*
Hourly Group Rate $70.00
If you require your child to be walked in/out please add a $2.00 service charge per ride.

* For pick-ups or drop-offs outside our service area, there is a $2.00/mile fee added to the base price.

Example: $13.00 + $2.00 (1 mile out) = $15.00/ride. Our "service area" is defined primarily as servicing the South Bay Area, predominantly the Cupertino, Sunnyvale and Saratoga Areas, however we do over lap into surrounding cities.

Annual membership fee - $40.00 per child/family (Valid from September to June)

Summer membership fee - $20.00 per child/family.

Definitions:

One - Three rides per week = a one-way ride < four times a week
Example:

a. Daycare to tutoring at 5:00pm on Tuesday
b. Home to school at 8:00am, Tuesdays and Thursdays

c. Home to school at 8:30am, on Monday in addition to the five regular pm rides.

Four rides per week = four days per week, same ride, same time
Example:

a. School to home at 2:25pm, Monday through Thursday
b. Home to daycare at 8:30am, Tuesday through Friday

Five rides per week = Monday through Friday, same ride, same time
Example:

a. Home to school at 8:30am
b. School to daycare at 2:35pm

Siblings riding together = same pick up & drop off locations, same time
Example:

a. School to daycare 3:00pm, Monday through Friday
b. Home to soccer 4:15pm, Wednesdays

Cancellations
If canceling within seven days of ride:
- Please call us to advice of cancellation.
- This is a paid ride, sorry, no credits.

If canceling seven or more days in advance of ride:
- Please call us to advice of cancellation.
- Ride is credited to your account on next month’s invoice.
