If I understand your question correctly, how would you (as an HR person) ask other people about what non-monetary rewards they would prefer as recognition of their good work?

I would list out the possible choices for people, based on your company and their HR policies. Some of these might be a "well done" letter to you for your personnel file, or to your supervisor, or from your supervisor to their boss; an "employee of the week/month" certificate to display in your office, or some other kind of thing you can show off to others; or a preferred parking space for a week/month. Think of some others, or ask people to fill in some of their ideas!
Have the users rank all the choices in preference order.
Make sure you haven't included any monetary rewards (like Comp Time) by mistake.

When you know which rewards are most "rewarding" to people, go back to Management and work with them to develop criteria to give these rewards in a standard and unbiased way. Here's where you are incorporating the "best practices" part.

Don't recall what H R refers to so will offer idea with children or teens. The effects of establishing a token economy on obtaining desired behavior change.
