Distribution: you need a network of newsstands and bookstores to carry your magazine, and a way to get the magazines from the printers to those places. You also need to handle delivery of subscription copies.

After you know what the theme is, give it a title. Now you need sponsors (money) to advertise in your magazine. Find knowledgeable, interesting people to write articles about the theme. You will need an editor and a publisher and a photographer. That will get you started.
