Lets see.
First he would have said that the U.S. was sorry for being attacked by the terrorist and asked how much we should pay for their pain and suffering.
Then he would go to the UN and said the same thing.
Would not allow the CIA,FBI, or any intelligence group to grow and gain insite on any terrorist group.
Would give the nukes to Iran like the last president did with North Korea.
Continue to sell the bedrooms of the White House for money for the Democrats.
The list just goes on and on.

-More personal trips to the M.E. to speak with various nations' leaders about their thoughts on conflict, terrorism, etc.
-Push for more funding into biofuels and alternatives to M.E. oil. Once viable, start pushing legislation to incentivize and possibly force the use of these alternatives.
-More funding into schools, less unfunded mandates like no child left behind - more training in math & science, more training in world history, foreign nations, etc. Also funding in schools for conflict resolution programs.
-Fewer vacations taken
-Stop trying to be the savior of the world or push democracy on nations that do not want it for themselves. Provide aid to oppressed peoples if Congress approves it, but not troops or weapons.

Wow! Great question.
I personally think Bush leaves much to be desired, but the alternatives would have been worse.
One man's opinion.
