I don't believe that a firefighter who refuses to enter a burning building will be arrested. There are cases where entering a building that is one fire is ill-advised or down-right suicidal. The number one rule of being a rescuer is to not make the situation worse by putting yourself in a position where YOU need to be rescued.
If it is a situation where a firefighter has just lost their nerve, it is better for that firefighter not to enter a dangerous situation as their fear and uncertainty could put their fellow firefighters at risk. They will most certainly no longer be able to perform their job and will need counseling at the least or perhaps seeking (or being forced to seek) another job.
I don't think that a firefighter who refuses to enter a burning building would be arrested. As for the specifics of entering the WTC Towers on 9-11, there was nothing to fear as they thought that they were only going to be fighting fires caused by the plane crashes.
There is a documentary called 9/11 about the firefighters on that day. The cameraman was at the command post in WTC1 that day and filmed everything that happened, including the collapse of WTC2 (which fell first) from inside the lobby of WTC1. As soon as WTC2 collapsed, the orders were given to evacuate WTC1. As soon as it was apparent that the buildings were in danger of collapsing, they left the buildings. If they had known in advance that a collapse was imminent, they never would have entered the buildings.

even though firefighters and policemen know what they are signing up to, none of them knew anything like this would ever happen to the US. I bet that some firefighters didnt go and probably do feel really bad but maybe they werent ready to die yet.. im not saying they would die but there could be a reason why they wouldnt want to get involved with it. I really think it is up to what kind of person you are- beacuse you are one person and if you go to the world trade center, then you wil save many lives. If you want to help other people and not just yourself then i think that firefigher should have gone but if you want to be selfish then go home...

He'd have to live with his decision for the rest of his life. I saw the Twin Towers movie and couldn't help but feel that the police responding were slow-moving and reluctant. Like they were waiting and hoping for someone to call them back and tell them they didn't have to go up those stairs. Part of the firefighters' willingness to go is the dedication they bring to the job every day. And nobody believed that the towers could fall. The Titanic syndrome.

Fortunately, there was not a single firefighter who refused to do his duty out of fear.Infact the firefighters who were on off duty reported for work . You are scare that's why you will never be a firefighter, you will never be a hero, no one will remember you except, may be your dog.

I'm sure that there were plenty that didn't WANT to go,but they did.It is called bravery,integrity,compassion,caring.Would you rescue your children if they were in a burning house or would you be too afraid?These brave firefighters only thought about helping their fellow man,not about their fear.I think it is pretty sad that you feel like you do and I hope someones life doesn't depend on you someday.

Firefighters don't become firefighters because they fear helping. In fact, most of them have some form of hero complex. When duty calls, they respond. Yes, they may have felt fear (it's natural) but they did their jobs and some died for it. God rest their brave souls. They have our sincerest thanks and gratitude.
Now, the police officers in New Orleans who abandoned their jobs during Hurricane Katrina were fired. As they should have been.

Probably wouldn't have been arrested, but he probably would have lost his job. That's what they get paid to do, put their lives on the line to save others. A coward proabably would not have entered that line of work to begin with.

They wouldn't be arrested. But they would be fired, that is their job. Its the job they trained for and get paid to do. If you don't do your job, you get let go.
