It's looking for your start-up disk. That should be your hard drive, although some have it set up for network, sometimes if leave it on for about an hour and it might solve itself. If that doesn't work, use your install disk and boot from there (hold C during startup). Open Disk Utility and run a Repair Disk on your hard drive. It will let you know what to do from there.

That's not really enough information. First off, how long did you wait? In Mac OS 9 and older, the normal start-up routine begins with a cartoon of a really old Mac with a happy face (that, or a cartoon of a really old Mac with a dead face accompanied by Twilight Zone music, which, if you haven't already guess it, is a bad thing). Is that what you were seeing?
If it's a really, really old Mac, you might get a cartoon drawing of a floppy disk, asking you to insert a floppy disk that contains the appropriate OS (it would probably be something like Mac OS 2). I have an old Mac II-ish at in the basement at home that does that. My guess would be that a newer machine would probably display a hard disc icon in place of the floppy disc if there's no functional OS installed. If it's in the middle of the screen, that's my best guess. You could fix that by inserting the OS install disc that came with your computer and booting from that. On reasonably new-ish machines (as in, ones that have CD drives), you can boot from the install disc by inserting the disc, turning off the computer, and then turning it back on while holding down the "c" key on your keyboard.
If you got just the hard disc icon in the corner with a name under it (either "Macintosh HD" or whatever you named it in the past), like if it was starting up normally but then got stuck that's a different problem. Again, I can't say for sure what it would be, but it's not good. Try booting from your install CD and running the disc utility repair program.
If neither of those options fix it, take it to the tech support people at your local Apple Store. They'll look at it for free and should be able to tell you whats going on.
