When any new group of people come into a previously unoccupied area, and decide to settle together for protection and company, they first pick a "site" that has the most advantages for them. Maybe there is easy access to a river for water and transportation, with lots of trees close by to build houses and boats from. As they start building their homes, and get established, maybe a mill will go up to grind the grain from the surrounding farms, and one of the people decides to open a "store" from which his neighbours can buy goods...this is called (at first) a "settlement". As the settlement grows it is called a village or a town, with schools and health care.
