I see no reason why not, as long as the time served is complete and no conditions in force.

I would not apply for a passport if a crime has just been committed in your area, until it has been resolved. Especially if the crime is in the same category as your previous conviction, and your release was very recent.
It may look suspicious.

there are no questions on the application about criminal convictions. the final decision is up to the state department. some countries may have restrictions. a listing of their embassies and consulates is at:

It depends, if your felony conviction restricts international travel (drug crimes, etc) then no. Otherwise it doesn't matter unless you are supposed to be in jail or there is a warrant for your arrest.

Yes you can for identification purposes. If you are on parole, depending on the state is whether you can leave the country or not.

Sure, I don't think we'd make it hard for convicted felons to LEAVE :) Getting back in might be a problem...
