The parent the child spends the most time with, or the parent the child looks up to the most, Most children will look up to their parents as role models. My mum smokes, and chances are the reason i smoke is because she does, if that makes seance,..... In some cases the parents are not to blame, it could be the crowd the child spends time with, once they get in with the wrong crowd, bad things happen

Well really, it depends on the age of the child. If say the child was 4 and broke a candy dish, the parent who was supposed to be watching them was at fault. If the child is 15 and doing whatever the heck they want, well if you have ever raised a teenager you know that no matter what you say, mother or father, you don't matter as much as their friends do.
I guess what I want to say is that you do your best to teach morality, kindness and respect, but a child becomes an adult and does what they think is best. You can only hope that your teaching will help them make good decisions.

Technically the one that has full custody ultimately holds more of the responsibility unless they can prove child was in other parents care when offense took place. If custody is shared 50/50 then responsibility goes to both. Talk to family law lawyer or Social services, may be able to help you out.

if the child is under 13 , both parents are responsible. if the child lives with one parent and not the other, both parents are still responsible for the child.

Both...it takes two people to create the child-- it should have been two people raising the child as well. If it was, both parents are to blame. If it was only one of them, then it's still both of them to blame...the other should have been there.
