I know the meaning the is in bad sense but i want to know wht does it exactly means? My cousin keeps sayin tht to me though may be mockingly.

The word "punk" originally meant a log or similar piece of wood that was rotten, so that on the outside it looked like solid strong wood but as soon as you put any pressure on it, it crumbled. That's why those little sticks of sawdust-like material that you use to light fireworks with are called punks -- they are punk wood glued to a stick.

The term was later applied to people who acted tough to hide the fact that they were really not very tough at all -- for example someone who went around in a gang, acting threatening to everyone, but who would always run from a fair fight.

"Insolent" means disresectful of authority. Basically someone who "mouths off" to their parents, teachers, other superiors, or the police. Someone who has an attitude problem.

So an "insolent punk" is someone who acts tough and disrespects authority, and is only not getting their butt kicked because of the grace of the authority figure who is being disrespected.

"Punk" also is short for "Punk Rocker". In this use, "punk" refers to the music, people, clothing, or culture of punk rock -- fast-paced, agressive, anti-establishment, anti-capitalist, and disrespectful of authority.

I don't think "insulent punk" is a bad thing. It depends on what context the speaker is referring to. Being an insulent punk may mean that you are an independant thinker. I am pretty sure it was meant as an insult but ........you gotta laugh when he says it because it is really a complement if you see it that way.
