Yes! I was on Drury Lane last week and bought one.
I went with a group of three tour guides to see the City of London and also the Russell Square area. Not expecting at all to see anybody seling muffins. Only to find this old geezer with a tray strapped to his back and neck, and hot 'n' fresh bran muffins for sale, tuppence the piece.
(The part about visiting Drury Lane is true.)
