Very simple -
-Remove carb from bike
-Remove carb top (where the cable goes in)
-Remove cable from slide
-Insert the cable through one or two nuts (the more you use, the more the restriction).
-Re-install cable on slide (don't forget the spring).
-Re-install the top
-Put carb back on bike
-The nuts will prevent the throttle slide from lifting all the way. It's not permanent. You can remove them, or change the restriction by adding or removing the nuts. You can fine tune the restriction by using washers instead of nuts.
-If he behaves, remove a washer. If he mis-behaves, add 2 - LOL

There should be a way to adjust the throttle. It usually involves an adjuster right on the throttle side of the handlebars. At least the trx90 has one, so I would assume the crf50 would too. Also, check your owner's manual.

I'm not sure if the CRF50 has a throttle stop or not. It is basically a screw that limits how far the throttle can be turned.

You might be able to use a throttle from the Yamaha PW50 or Suzuki JR50.

weld a washer on the exhaust pipe to limit the exhaust this will govern the engine speed and you can play with the size of outlet hole to get the speed right.

Take the spark plug wire off. It you're afraid for him to ride, don't buy the bike.
